Outgoing SMS to PH( Philippines) +63 Failed

Hello, I tried sending SMS to PH which the country code is +63 but I get status failed everytime. Is there a blacklist on sending SMS to +63 esendex side???

Due to fraud in that area, we have to specifically request the route be opened on a per customer basis.
