Can other users on the account see my contacts?

By default only the user that created a contact ( or Group) can see those entries.

If you want to share them with users you can:

Login to the account, Click on Contacts and Groups, followed by Sharing, or use the following URL: https://www.esendex.com/echo/Contact2/ContactSharing

This screen will show you who you are currently sharing your contacts with, but on the right of the screen, there is a field marked Share contacts & groups with user
Enter the email address of the user you wish to share with and click Share
